His quote would be extremely funny if they weren't so scary. What kind of mental deficit is he suffereing from?

Doesn't Vulcanizing have something to do with making the people of your society more rational -- more reality based? Or does it have to do with some kind of metalurgical process?
i wondered if Vulcanize was a real word...it is:
vulcanize: To improve the strength, resiliency, and freedom from stickiness and odor of (rubber, for example) by combining with sulfur or other additives in the presence of heat and pressure.
maybe he was trying to be clever - strengthen society when it is under pressure?
that or he meant to say Pulverize society!
